James Munro trained in medicine in Cambridge and London, and in public health medicine in the Trent region. He joined the University of Sheffield in 1993 and became director of the health services research section of ScHARR in 2004.

Current research projects include:
- The contribution of NHS walk-in centres to achieving primary care access targets
- The impact of NHS walk in centres on accident and emergency departments (led by Prof Chris Salisbury at the University of Bristol)
- Are NHS 24 clinical assessment decisions related to nurse characteristics?
- The evaluation of NHS 24 in Scotland
- How did the 2003 monitoring week affect emergency department waiting times?
