Enforcement Procedures
The University car parks are patrolled regularly by our Campus Wardens to ensure proper parking and use by legitimate users. The aim is not to catch people out but rather to protect the interests of the University and colleagues who have correctly followed the parking procedures.
Vehicles that cannot be identified by means of a University permit or a registration number on our database will be issued with a £60 Penalty Charge Notice. The most common reasons for ticket issue are failure by University members to make proper arrangements for courtesy cars, hire cars and visitors and misuse of disabled bays. Unless the transgression is a safety hazard or abuse of a designated disabled space, owners of vehicles that can be identified will be contacted and asked to move or issued with warnings.
If vehicles repeatedly ignore warnings a Penalty Charge Notice may be issued or the permit may be withdrawn.
How to avoid a PCN?
- Ensure your permit is clearly on display
- Inform EFM Helpdesk of any changes to vehicles including courtesy cars
- Make suitable arrangements for visitors and ensure they have displayed the correct permit
- Don’t park in restricted areas (e.g. loading bays, on yellow lines, in hatched areas or in clearly marked no parking areas)
- Don’t park and cause a health and safety risk or obstruction. E.g. on emergency access roadways or blocking exits Park in marked bays (where applicable)
- Don’t park with a standard University permit in designated disabled or visitor spaces
- Don’t park in areas coned off by Parking Services for visitors or valid University reasons
What to do if you get a PCN?
Penalty Charge Notices (PCN´s), once issued, become the responsibility of an external debt recovery agent (Newlyn plc) which will chase the penalty to a conclusion or, at the discretion of the University, the courts. Anyone receiving a PCN must pay, or make contact with Newlyn within 28 days in order to avoid escalation of the penalty. DO NOT IGNORE THE TICKET.
Make A payment
PCN’s are £60 if paid within 28 days, after 28 days this increases to £100. To make a payment follow the instructions on the ticket. If you wish to appeal do not make a payment and follow the instructions below.
Appeals against Parking Charge Notices
If it is the intention to contest it, an appeal should be made in writing to Newlyn who will refer the matter to Parking Services (PS) for guidance. After revisiting the circumstances, PS will make a judgment which is conveyed to the appellant who has the right, if still dissatisfied, to request referral to an Appeals Panel of the Transport Policy Group. This panel has Trades Union and HR representation. It is hoped that the majority of appellants are guided by the PS judgment since convening the group is obviously costly and time-consuming for all concerned.
Do not ignore the Parking Charge Notices
Students: If no payment or appeal is received, the debt will remain to the University and may prevent you graduating or progressing on the next part of your course.
All permit holders: Permits will not be renewed is outstanding PCN’s remain.
