Copyright guide: copyright licences held by the University of Sheffield
Copyright Licensing Agency (CLA)
The CLA Higher Education Licence (UUK/SCOP) enables members of the University to make copies of extracts, within clearly defined limits from books, journals and periodicals published in the mandating territories, i.e. the United Kingdom, Australia, Canada, Denmark, Finland, France, Germany, Greece, Iceland, The Netherlands, New Zealand, Norway, Republic of Ireland, South Africa, Spain, Sweden, Switzerland and by some publishers in the United States of America. Copies may not be stored electronically, nor can they be sold, hired out or otherwise disposed of for profit. Copies may be sold at a price set to recoup only the cost of production. Certain categories of material are specifically excluded from the Licence:
- Printed music (including the words)
- Maps, charts or books of tables
- Public examination papers
- Workbooks, work cards and assignment sheets
- Private documents (fee based tuition)
- Bibles, liturgical works, orders of service
- Newspapers
- Industrial house journals
- Any work where the copyright owner has expressly stipulated ‘copying not allowed under the CLA Licence’
- Works published outside the countries named above
- Works published by non participating US publishers
- Works included on the Excluded Works list

The basic permission to photocopy extends to the copying of up to 5% of a work, or:
- one complete chapter (whichever is the greater) from a book
- one whole article (whichever is the greater) from a single issue of a journal
- one paper (whichever is the greater) from a set of conference proceedings
- up to 5% of an anthology of short stories or poems or one short story or one poem of not more than 10 pages (whichever is the greater)
- one single case (whichever is the greater) from a published report of judicial proceedings
There is no maximum amount of permitted copying which may be distributed to students on an ad hoc basis, provided the conditions of the Licence are met. The number of copies of any one item made should not exceed the number of students on any one course of study, plus one for the tutor.

The University has signed a Trial Digitisation Licence from the Copyright Licensing Agency, which enables the Library to digitise print copies of journal articles, book chapters or images, published within the UK. The licence came into force on 1 August 2005 and will run for a 3 year period. Further information about the Library´s digitisation service is available from:

Newspaper Licensing Agency (NLA)
The NLA Licence permits staff and students to make ad-hoc copies of cuttings from UK national newspapers. Please note this excludes the Financial Times.
The licence also allows ad-hoc copying from several regional titles, including the Sheffield Star, Sheffield Telegraph and Yorkshire Post. It also allows ad-hoc copying from the following foreign newspapers:
- International Herald Tribune
- Liberacion
- Le Monde
- Globe and Mail
- LA Times
- Miami Herald
- NY Times
- USA Today
- Washington Post
Under the terms of the Licence, staff and students of the University have the right to:
- make photocopies of cuttings taken from NLA newspapers that the University is covered for (as above)
- fax cuttings taken from those newspapers
Staff are also permitted to make up to 250 photocopies of any article to students for inclusion in study packs. The Licence does not permit systematic copying, where more than 250 copies of any one cutting is taken from any one issue of a newspaper, without the written consent of the NLA.

Off air recording
The University of Sheffield holds an ERA (Educational Recording Agency) Licence and recordings and copies of recordings made under this licence are to be used only for non-commercial educational purposes. Recordings may not be shown to fee paying audiences or non-registered students. They may be made on-site, at home by staff or by a designated third party on behalf of the establishment. You can record different extracts or part of a programme. You can also compile extracts from different programmes on one tape. However, the adaptation, alteration or mutilation of a recording is not permitted under the ERA Licence. This includes the separation of soundtrack from images, the substitution of another commentary, or any alteration which would change the original concept of the work.
You are able to make as many copies as you like of recordings made under the ERA Licence as long as the above conditions are met, that copies made are not sold or hired out and that these recordings are not shown to an audience that has paid to see the performance.
Under the ERA Licence you cannot copy tapes or videos bought in the shops. Changes to regulations in relation to off-air recordings require that "the communication cannot be received by any person situated outside the premises of that establishment". (CDPA1988, Schedule 2, para 6, subsection 1A).
In addition to the ERA Licence the University of Sheffield must also adhere to the Open University licensed off-air recording scheme. Learning and Teaching Services are responsible for keeping a record of all OU programmes currently being used at the University of Sheffield and for administering the system to ensure the OU receive the correct annual fees due to them. It is important to realise that, whilst playing a television recording made under the above licensed schemes, or using a commercially produced video or CD, is permitted for educational purposes in a classroom, the same programme, video or CD cannot be made available in a VLE without clearance from the copyright holders.
Ordnance Survey
Under the Ordnance Survey Licence, copies can be made for teaching purposes only, either as teaching aids for lecturers, projects, or exams set for students. As part of the OS Licence, the University also subscribes to Digimap from EDINA, a service that delivers Great Britain Ordnance Survey map data to U.K. Higher Education.
