Role Definitions
1. Space Management
Role: Ensuring the most efficient and effective use of departmental space. Enabling improved
communication, cohesion of areas and allowing for future development.
Role: Encompassing all buildings and space occupied by CiCS personnel and equipment.
Includes: Ongoing review of space, producing a planned programme of refurbishment and assessment of suitability. Providing a contact role with Estates.
2. Programme and Project Management
Role: To plan, manage and coordinate all significant new developments in the University involving information systems. To ensure that appropriate policies, processes and procedures are in place and in use.
Scope: Providing Project Management, coordinating University projects with Programme Management and providing the support structures for these. Identifying benefits and planning for their realisation.
Includes: Resourcing Project Management and providing support, training and development for these Project Managers. Managing the CiCS portfolio of projects with Programme Management systems, including resource and benefits management. Involving key stakeholders in Project Boards and promoting PPM methods within the University.
3. Procurement
Role: To ensure that efficient support and advice is available in order to procure goods or services in a coherent manner. Ensuring compliance with financial directives and acting in an advisory and liaison role with procurement.
Scope: All departmental purchasing and purchases made on behalf of the University and individual departments.
Includes: Site licences, software and equipment purchases made on behalf of other departments. Working with external bodies such as NEUPG as members.
4. Legal
Role: To ensure that the University manages its records efficiently and effectively. To ensure statutory, regulatory and administrative compliance in all areas of record keeping. To ensure that statutory obligations are met regarding the Freedom of Information Act.
Scope: All records created as a result of University functions, activities and transactions. All non-routine requests for information falling under the terms of the Freedom of Information Act.
Includes: The establishment and maintenance of policies and procedures. The provision of guidance and advice on all aspects of record keeping. The operation of a storage and retrieval service for paper records. Providing management of, and access to the University's administrative archives. Facilitating responses to FOI requests.
5. Financial Planning
Role: To advise and support the Director in all matters concerning the department's finances. To enable account holders to manage their budgets effectively and to support staff in the use of financial systems.
Scope: To include all aspects of financial control within CiCS.
Includes: Setting and managing budgets. Applying University financial guidelines. Financial reporting and information. Financial planning. Appropriate use of accounts and virement. Liaison with the Finance Department. Guidance in the use of financial systems.
